WLWA is governed by six councillors. One councillor is chosen by each of the boroughs (Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond upon Thames). A Chair and Vice-Chair are elected by the six councillors at the General Meeting held in June each year.

Emma Beal
Managing Director
Emma is responsible for the day to day management of WLWA ensuring the effective and efficient management of staff and resources.
Jay Patel
Finance Director
Jay manages the Authority’s finances. He also leads on human resources, IT and corporate performance management.

Ian O’Donnell – Treasurer
Ian is responsible for the financial management of the Authority including preparation and presentation of the accounts. It is the Treasurer who issues levies on the six West London Councils to provide the income to pay for the Authority’s services. Ian is also Executive Director of Corporate Services at the London Borough of Ealing.
Hugh Peart – Clerk
Hugh makes sure the governance of WLWA is appropriate and effective. He deals with all legal work and executes legal documents on behalf of WLWA. The Clerk is required to undertake any legal action to protect the interests of WLWA. Hugh is also the Director of Legal & Governance Services at the London Borough of Harrow.
